Stephen Barnett

Stephen Barnett has worked as a financial consultant since May of 1996 after some 13 years in superannuation administration/policy with the APS.  During his APS career Stephen occupied senior positions with ComSuper, the Insurance and Superannuation Commission and the Superannuation Policy Section of the Australian Taxation Office.  Stephen also worked for the Queensland Public Service, during which time he was head of Administration of QSuper, State Super and Go Super.

Since leaving the APS he has maintained close ties with the superannuation policy areas of Government and continues to work as a consultant to Government Departments and Agencies on the issue of superannuation and taxation.

His practical and technical experience provides him with a complete knowledge of the intricacies applicable to the specifics of the APS superannuation arrangements as well as the broader retirement and taxation considerations of retirement incomes policy.  In addition to holding the degree of Bachelor of Commerce (Banking & Finance) he has completed the Diploma of Financial Planning through Deakin University and a Masters of Commerce, through the University of Western Sydney, and holds the CFP qualification from the financial planning association.

Stephen is Director and Representative of Barnett Lilley & Associates Pty Ltd (Australian Financial Services License No. 237915).

Scott Lilley

Scott Lilley has over eleven years of experience as a financial consultant at an individual level and at seminars of up to 300 members of the Defence Forces and or APS. Scott is a Certified Financial Planner (CFP) and operated his own independent firm for over three years prior to joining Barnett Lilley & Associates.

Over the past eleven years Scott has advised many members of the Defence Force and APS superannuation schemes and has an excellent understanding of technical and practical issues concerning superannuation, retirement planning, wealth accumulation and remuneration packaging.

Scott also holds a Bachelor of Commerce (Management Sciences) degree and has completed the Diploma of Financial Planning through Royal Melbourne Institute of Technology University (RMIT) Deakin University and currently holds the CFP qualification from the financial planning association.

In addition Scott is an Accredited Financial Consultant for McMillan Shakespeare and SmartSalary to provide advice in relation to remuneration planning and packaging.

Scott is an authorised representative of Barnett Lilley & Associates Pty Ltd.

Debbie-Jane Campbell

Deb was the superannuation officer at the University of Canberra for six years, prior to her arrival at Barnett Lilley & Associates in July 2003.  In that role Deb was responsible for the administration of the superannuation entitlements for all University staff.  Deb also has extensive experience in Human Resources and Sales.

Deb’s role at Barnett Lilley & Associates is to manage the review process for Stephen’s clients and assist Stephen with research and report writing. 
Deb graduated from the University of Canberra in 2005 with a Graduate Diploma of Financial Planning.

Steve Walker

Steve Walker is our technical support officer which includes all administration duties for Stephen Barnett and the compliance duties for Barnett Lilley & Associates Pty Ltd. 

He previously worked for a local fund manager after moving to Canberra in 2000. Before that he spent 27 years in the banking industry and has brought a wealth of experience to the company. 

Steve is a Justice of the Peace (JP) in the ACT.

Chris Armstrong

Chris Armstrong joined Barnett Lilley & Associates recently after a year of learning the ropes as a Para-planner and report writer at another financial planning firm. 

He retired from the Public Service after 31 years of service mainly in the actuarial field.  The last 6 years of his PS career was in managing the Parliamentary Contributory Superannuation Scheme for the Federal politicians.

He has qualifications in Mathematics, Operations Research, Fund Management and actuarial science.

Frances del Castillo

Frances is our receptionist at Barnett Lilley & Associates. Holding the position of receptionist, Frances maintains both Stephen and Scott's diaries.

Her primary role is to schedule appointments for their clients, collating their information and greeting them on arrival.

Frances capably maintains the reception area and assists with general administrative duties.

Frances has many years of experience in administration and client service.

Fiona Davis

Fiona commenced employment with BL&A in 2004 in an administrative role.

Fiona assists Deb Campbell with the review process for Stephen’s clients, as well as carrying out general administrative duties.

Douglas Widdup

Doug is the Accounts Manager at Barnett Lilley and Associates, his duties include administration of the company’s financial records and A.S.I.C. requirements.

He worked for Civic Financial Planning for 10 years before taking up this part-time position.
